Who holds the rights to the beach frontage in front of a project — federal concession, not freehold.
How to search: The register of beach concessions for the state the Ensenada area sits in. Legally public, but the titles are patchy scans and some state registries are still re-issuing them.

Public Property & Commerce Registry (state)
State land-title registry: the legal owner, liens and transaction history of a parcel. Each state runs its own registry and its own portal; there is no national search.
How to search: Find the registry for the state this market sits in. The certificate is paid for per request and keyed on a property file number you do not hold up front, and the deed itself is available only to the owner. It will not turn a name into an owner.
